Department of Transport Issues Guidelines for Public, Private Vehicles Under GCQ


The Department of Transportation (DOTr) has now released the full guidelines concerning both public and private transportation in areas where the General Community Quarantine (GCQ) is in place. Here’s what you can expect:

In General:
  • Mandatory wearing of face masks.
  • Passenger load shall not exceed 50 percent or half of a vehicle’s seating capacity (not including driver and conductor).
  • Passengers are advised to take note of their public transportation trips for contact tracing.
  • Number coding for public transport vehicles is lifted during GCQ.
  • For operators, a special permit to operate under GCQ is required. This is free of charge and can be applied for at the LTFRB.
At Terminals:
  • Mandatory checking of body temperature.
  • Establishment of disinfecting facility with alcohol or soap and water at all entrances.
  • Social distancing measures shall be observed at all times, even when waiting in line.
Which PUVs are Allowed to Operate:
The DOTr has come up with a specific priority of which PUVs are allowed to operate. Only if that specific mode of transport is not available in an area, then the succeeding form of public transport will be allowed:
  1. Buses
  2. Modern PUVs
  3. Jeepneys / UV Express
  4. Tricycle
For Buses:
  • Provincial buses are not allowed to stop, pick-up, or drop-off passengers in areas where ECQ is still in effect.
For Public Utility Jeepneys:
  • There will be limited operation of PUJs (see Which PUVs are Allowed to Operate) and these will be subject to LTFRB guidelines.
For UV Express:
  • Only two passengers per row are allowed (one passenger in front, and two passengers for each row of the vehicle).
For Taxis and TNVS:
  • They will be allowed to operate, but subject to physical distancing (one passenger in front, and two passengers for each row of the vehicle) and sanitary practices.
  • Multiple bookings in a single trip for TNVS is not allowed.
For Motorcycle Taxis:
  • The operation of motorcycle taxis shall remain prohibited until the enactment of an enabling law.
For Tricycles:
  • Tricycles may be allowed to operate to deliver “feeder” public transport services subject to operational guidelines.
  • No riding behind the driver.
  • Only one passenger in side car.
For Private Vehicles:
  • Allowed to travel only for accessing essential goods and services (including work if employed).
  • Social distancing must also be observed in private vehicles (one passenger in front, and two passengers for each row of the vehicle).
  • Passengers for motorcycles will not be allowed with no exemptions.

    1. It's not postponed. Technically, there are just no late fees or penalties. For areas under GCQ, the LTO offices are now open. For areas under ECQ, you can settle your registration up to 15 days after the lifting without any penalties or late fees.

  3. New owner here and speaking of registration renewal. I still don't have my plate. When should I renew my registration? Based on the date when the car was initially registered or last two numbers of conduction sticker?

    1. One passenger in front, two of every row of the vehicle. For example, a three-row SUV or MPV can accommodate 6 people. A sedan can accommodate 4. A van with 4 rows of seats can accommodate 8.

    1. Buses will only operate in GCQ areas and will not stop in ECQ areas. Since Metro Manila is still ECQ, the bus will not be allowed to stop anywhere in Metro Manila.

    1. One passenger in front, two for each row of vehicle. If you're going to NAIA, you need to present e-ticket or any document to prove that you're bringing or picking someone up from the airport.

    1. Based on the just released guidelines, checkpoints will still be in place and no non-essential traveling will be allowed. Quarantine passes may still be a required.

  19. What about for those who were stranded during ECQ? My mom and my kids were stranded in Zambales for 2mos. Is it possible for me to go to them and bring them home in Rizal? Both areas will be under GCQ on May 16th.

    1. The government said that "pagsundo" of stranded students are still not allowed even under GCQ. They might come up with a special program for them though, but that's still being worked on.

    1. Right now, it's still not sure if you can return back into NCR, but for sure you will need to present an ID that proves your residence.

    1. Check points will still be in place, so you still cannot travel that far unless you're accessing essential goods/services. Fetching of workers may not be a suitable reason.

    1. Check points will still be in place, and they will require you to submit ID as proof of residence and work. Car pooling may be okay if you live within the same LGU. Otherwise, you may be turned back at check points.

    1. Per latest IATF guidelines, Bulacan is still part of MECQ. Bawal tumawid across different LGUs unless for essential work, services.

    1. Depends on the LGU. Some will simply require you to present ID (proof of residence, work, etc.). Some will require you to present a quarantine pass. For now, limit going through different LGUs for inconvenience.

My daughter who is a student & stranded in UP LOS BANOS since Day 01 of the ECQ wanted to return home already, since both NCR & Laguna are in MECQ sir, can I be allowed at the checkpoints to pick her up so she can join our family? What are the requirements I need to present to the checkpoints?

    1. Technically, this isn't allowed. The IATF made it clear that fetching of students that were stranded by the ECQ/MECQ isn't allowed. Once GCQ is implemented, you can pick your daughter up.

  38. Good Afternoon Sir/Mam, my family is composed of 5 members. Myself, my wife, and my 3 children's aging 9,3 and 1. We are planning to travel from GCQ to GCQ area and we have accomplished necessary and required travel documents. My question is, are we allowed to hit the road using private car? Kami ng 9 year old na anak ko is seating in front while at the second row my 3 year old son and my wife will seat on it while kakargahin nalang pong wife ko si 1 year old. Nagdedede po kasi si 1 year old sa wife ko po. Sana po masagot po ninyo. Thank you very much.

      Technically, your 1-year old must be secured in a child seat--that's part of the recently passed Child Safety Law:

  39. How about transporting children thru private car? Resumption of work in June 1 would prompt us to return to QC where we also have a home with nearby relatives who can oversee them. We need to bring the children as there will be no adult to accompany them in Cavite. Will we be allowed? What are the requirements?

    1. Currently, under MECQ rules private vehicles must adhere to the 2 people per row. Once Metro Manila goes to GCQ on June 1, you can travel freely from GCQ to GCQ areas unless LGU closes certain barangays.

  40. For new registrations, no penalties will be collected for those vehicles purchased or with sales invoices from March 5, 2020 up to the date of the work resumption if the sale is reported within 15 calendar days once work resumes....does this mean you can use new vehicle even without OR/CR?

    1. Sales invoice for now, yes. Remember, the initial registration for new vehicles can only be done by an authorized dealer. They'll have the 15-day deadline to file it with the LTO once their offices open...that is unless you live in GCQ areas...LTO offices should be open already.
