PNP Now Allowing Hatid-Sundo Of APORs

Following the public uproar created by the strict rule against picking up and dropping off (hatid-sundo) of essential workers during the NCR’s August 6 to 20 Enhanced Community Quarantine (ECQ), the Philippine National Police has backed off, offering a set of requirements instead that fetchers need to bring with them at all times outside their residences.

For non-Authorized Person Outside Residence (non-APOR) who would fetch both the healthcare workers, and Workforce APORs, they are required to present the following to personnel manning quarantine control points:
  1. Certificate of Employment (COE) of the Worker-APOR from the Employer, indicating the name of the designated non-APOR driver/fetcher of the worker-APOR, the make and plate number of the vehicle to be used, and the contact number of the employer;
  2. Copy of Business Permit of the Employer
PNP chief Gen. Guillermo Lorenzo Eleazar said these requirements are important during the conduct of random counter-checking of policemen, especially at the border control points or the Quarantine Control Points.

Eleazar also warned people against using fake or illegitimate documents as the PNP will conduct “random counter-checking.”

For the August 6 to 20 ECQ, there are essentially two kinds of APORs: Workforce APORs and Customer APORs.

Workforce APORs are essential workers like healthcare workers and employees of the companies and industries that are allowed to operate under ECQ. They are allowed to go out and cross borders.

Customer APORs on the other hand, are those who are allowed to avail of the goods and services of the companies and industries that are allowed to operate under ECQ. But they are not allowed to cross borders of the city and the municipality where live and are encouraged to avail them within their localities.

The third group of APORs are those whose travels are necessary due to medical and humanitarian reasons, such as those transporting relatives who are in immediate need of medical attention, and those who have to travel due to the death of immediate relatives.

  1. GoodDay! Possible ba na makabyahe kami ng kamag anak ko. Siya kasi as a company at pwede sila mag operate sa ecq. Ako naman eh Grab rider. Ahente kasi siya at ako ang kukunin niyan driver which is Service nila ako. Possible po Ba iyon

    1. Yes. Pareho kayong APOR. Ang rule lang nito is pag yung isa ay APOR at yung isa hindi--lalo na pag hindi magkasama sa sasakyan.

  3. Question po. Pano ung sa case na may follow-up checkup ka sa isang clinic tapos inde ka APOR? Pde po ba lumabas at ano need na documents?

    1. Medical treatment ay pwedeng APOR. Di lang natin sure if papayagan ang checkup. Pero magdala lang ng proof of appointment sa clinic.

    2. please exploit the use of online telemedicine in facebook. kung wala po ay if its a clinic find ways to connect to them by messenger or thru calling them. you are allowed naman na lumabas as long as its an emergency. Most public hospitals have facebook pages please refer to them.

  4. Kung kami po ay from Batangas babyahe papunta sa Rizal and dadaan ng Laguna.. makakadaan po kaya kmi by showing our vaccination card? Schedule po nmin ng 2nd dose po

    1. Allowed naman po. If hindi po siya APOR, bigyan niyo siya kopya ng COE niyo na nakaindicate na siya po ung maghhatid sundo sa inyo, nakaindicate din po ung details ng car like plate number tapos copy din po ng company id nio..

  7. Pano po pag yung relative ko eh ihahatid ko po sa airport kasi mag mamigrate na sya pa US, papadaanin po kaya kami?

    1. May nabasa po ako na reply sa facebook, same po kayo ng question. Ang sagot sa kanila, makakabyahe naman po ung relative niyo, as long as ihahatid niyo po siya. Pwede po maghatid sa airport basta isang kamaganak lang ang kasama.. Need niyo po ipakita ung copy ng fligt ticket niya at id niya po. Kailangan may sarili rin po kayo xerox copy kasi hahanapin po un pag pauwi na kayo kung saan kayo nanggaling.

  8. Kalokohan to. Papayag ba mga business owners na magbigay ng copy ng business permit nila sa kung sino-sino lang?
