With the Land Transportation Office (LTO) being able to clear the backlog of license plates—for both two- and four-wheeled vehicles—the use of improvised and temporary plates will be prohibited starting November 1, 2025.
All vehicles found to be using improvised or temporary plates will be apprehended by LTO enforcers and other deputized personnel. The penalty is P 5,000 and the confiscation of the temporary/improvised plate as per Joint Administrative Order 2014-001.
Motor vehicles with improvised or temporary plates will not be accepted for renewal of registration as well.
“Kaya sa hindi pa nakukuha ang kanilang mga plaka, we advise them to do so in order to avoid any inconvenience with regard to the strict implementation of this policy. Let us take advantage of the entire month of October to do so,” said LTO Chief, Assistant Secretary Atty. Vigor D. Mendoza II.
However, the use of improvised plates will only be allowed provided that an authorization to use them shall be signed by concerned LTO offices that processed the duplicate plate request.
The improvised plate shall contain the assigned plate number of the vehicle with the words “Improvised Plate” below it.
The policy against the use of improvised and temporary plates is reinforced by aggressive efforts to distribute all license plates nationwide in the soonest possible time.
He said the policy will also be supported with the LTO’s existing program of making sure that both the OR/CR and license plates must be available on the day of the release of newly-bought motor vehicles.

what about the delay from getting customized plates? it's been 10 months since I got my car, but they still could not release my plates because I opted to get custom numbers, which LTO offers as a service
ReplyDeleteMaybe you can get some kind of paperwork from the LTO to show as proof that your plate is still not finished by the LTO.
DeleteSa NCR lang madalas manghuli. Sa mga probinsya halos walang operasyon at kung meron man madaling takbuhan ang check point lalo nung mga naka motor na nasa loob ng upuan ang mga plaka. Kung kulang sa tao ang HPG at LTO sana makipagtulungan ang mga LGU para umayos naman ang mga lansangan natin.
