LTO Mandates Uniform Temporary Plates

It seems that the Land Transportation Office or LTO is raising the white flag when it comes to the issuance of vehicle license plates; you know, the metallic kind? Stating the “Land Transportation and Traffic Code” of the Philippines, the LTO is issuing new and very specific guidelines covering the use of conduction stickers in lieu of license plates effective today, February 15, 2017.

In a memorandum dated January 11, 2017, the LTO cited unity and visual recognition as their reasons to implement the new order. The LTO is mandating all accredited dealers to follow strict specifications when producing the temporary conduction sticker-based plate. Aside from dictating that Arial Black be used (font size 160-pt. to be exact), it also specifies the use of “reflective sturdy material.”

Additionally, these dealer-made license plates should contain the following information: the words, “Registered” (font size 70-pt.), the LTO regional office where the vehicle was registered (font size 36-pt.), the dealer name (also in font size 36-pt.), and the Motor Vehicle (MV) file number as proof of registration (font size 36-pt.)

For motorcycles, used & imported, and rebuilt motor vehicles, the MV file number will be used as identification.

Take note though that the MV file number will only be available once the vehicle has been registered into the LTO system. Theoretically, it should only take 7 days if you are to believe the LTO. If you don’t have the OR/CR, you’re shit out of luck.

Also, no matter how many times you read this new LTO memorandum, there are glaring problems (we managed cleared some of these issues. Answers are in bold).

While it’s clear that it’s up to the dealers to install these necessary plates, it is silent on vehicles released before February 15, 2017. Does this mean that these vehicles, which still don’t have their plates, need to attach the new format or can they continue to use whatever temporary plate they already have installed? (UPDATE 1: Vehicles released before February 15, 2017 do not need to follow this standardized plate format. They can continue to use the whatever conduction plate format. That said, you can be pulled over to present proof that your vehicle was released before February 15, 2017).

If a motorist is pulled over, especially for vehicles released before February 15, 2017—can they simply show a copy or their OR/CR or Delivery Receipt to avoid getting fined? From the memorandum, it seems the motorist can’t be fined since it’s the dealer that’ll shoulder the brunt of non-compliance (UPDATE 1: Again, if the car was released before February 15, 2017, you cannot be fined for using non-compliant temporary plates. UPDATE 2: The LTO just released a statement saying that they will begin apprehending motorists regardless of using compliant or non-compliant temporary plates if that cannot produce a copy of their OR/CR. The fine? P 10,000. Apprehension begins on Monday, February 20. UPDATE 3: The No OR/CR, No Travel policy covers all vehicles regardless of release date. Some dealers have even refused to release vehicles without an OR/CR).

And with conduction stickers supposedly a temporary means of vehicle identification (it’s supposed to be used only during the transport of vehicles from manufacturer/importer to dealer), what happens when the conduction sticker series runs out? Will the LTO simply just add another letter to the conduction sticker series? Why not make the conduction sticker the permanent plate number then?

Date: 11 January 2017

Pursuant to Republic Act No. 4136, otherwise known as the “Land Transportation and Traffic Code” as amended by Batas Pambansa Bilang 74, and to ensure that only registered motor vehicles are used or operated on or upon any public highway, the conduction sticker number shall be used as temporary license plate numbers. For motorcycles, used imported and rebuilt motor vehicles, however, the file number shall be used as temporary license plate number.

For uniformity and ease of visual recognition, the following specifications shall be used:

Material: Reflective Sturdy Material
Font: Arial Black
Design & Layout: See Attached

All LTO accredited dealers shall comply with these specifications and attached the described temporary license plates to motor vehicles prior to their release or delivery to the owners effective February 15, 2017.

Non compliance with this Memorandum shall subject the dealer to appropriate sanctions under existing laws, rules, and regulations.

  3. Wow! Ang taba talaga ng utak ng nakaisip nito. Immediate promotion dapat yan. Hirap sa mga gagong ito, hindi na nga nila masolusyonan yung mabagal na proseso nila sa OR/CR at plate number, tapos ngayong mumultahan pa nila. Wow talaga! Naka-perwisyo na nga kayo, ngayon mas gusto nyo pa lalo mamerwisyo. Nakakatawa pa dito, yung obligasyon dapat nila na gumawa ng plaka, ipapasa pa nila ngayon sa dealers. Na kesyo isa din daw to sa solusyon para makabawas sa problema sa trapiko. Eh bakit yung bagong sasakyan pupuntiryahin nyo? Hindi ba dapat yung mga luma at kakarag karag na ang ibawas nyo sa circulation? Nasan ba mga utak nyo, nasa talampakan ba? Ang malupit pa dyan, parang negligence pa ngayon ng motorista na magdrive ng bagong sasakyan na walang OR/CR. Bakit kami ba gumagawa ng OR/CR namin? Kayo din naman di ba? Ganito logic nyo eh:

  9. Correct me if I am wrong -- I bought my cat last Feb 8,2017 and since my ORCR is not yet available, I might be fined (if caught) using and driving the car with no ORCR starting Feb 20, 2017 - based on Update #2 (?)...

    1. Yes you are screwed. Chase your dealer. Its a matter of days 1 day if papers are all ready to print your OR/CR. Unless LTO comes out again running out of ink, paper, (insert other reasons here). I will tell you, the moment you bring this up to your dealer, they will blame LTO. and the blaming and pointing fingers will go on and on. Sinong talo? Ang consumer.....

    2. You are correct! According to the Mandates you can still drive your car until Feb. 19, 2017 sunday. I have the same scenario my dealer can't give me a straight answer. She's saying that i can show my sales invoice and insurance policy and warranty booklet to the apprehending officer. But the mandates state NO OR/CR NO TRAVEL POLICY. I think my dealer is not updated. tsk

  12. 1st time car buyer here and nakakalungkot lang, na sobrang excited ko at ng pamilya ko (mama at papa ko), i'm about to get my car tomorrow kasi weekend lang ako free at ang family ko, tapos tumawag lang yung agent kanina saying this memo na biglaan... nakakadismaya... :(( isang linggo pa naman ginawa yung garahe namin tapos wala rin palang ilalagay after 90 days... shoot lang

  18. I'll bet the temporary license plates would cost most than the real license plates. So what the h***? Should just make the real license plates instead.

    Truth is, LTO just wants to make new business by locally manufacturing temporary license plates which might cost more than the real ones. Are there any stores/shops producing these temporary license plates yet?

    2. My dealer says i have to sign a waiver that i will just use my car to and from my home which is less than 2 kms. in distance. Bumili pa ako ng sasakyan. Maglakad na lang ako. i-cancel ko na kaya order tutal wala pa yung color na inorder ko. Honda wake up.

      If nakuha mo siya February 15, kailangan standard plates ka at may OR/CR ka.

      If wala kang OR/CR pwede kang hulihin for using an unregistered vehicle.

    1. I presume yung 6 digits na yan ay ang MV Number mo? If nakuha mo yung motor mo before February 15,di na kailangan ang standard plate. If on or after February 15,kailangan mo ang standardized plate.

  36. Sir. Got my MC dec. 2016. Until now walang OR/CR. Cebu City niregister. Sales Invoice, Delivery Receipt at PNP Clearance lang meron ako. Feb. 17 pinara ako kaya muntikan na. Pinatawad at nawarningan. Dapat daw max 1 month may OR/CR na ako. Follow up ako lagi sa dealer wala daw parin. Pano to?

When i contacted my dealer, they have told me that the problem is internal and for that reason they have not registered the new cars delivered...my point is, it is not the consumers fault for this negligence, then the dealers should take the responsibility of paying the penalty if ever their consumers are caught with no or/cr... It is unfair for us consumers since we have already provided all the requirements and payment to our dealers then it is their job to do the necessary registration required by LTO. we are already paying monthly for the newly-purchased car and yet they tell us not to use it because of this memorandum...that is not fair at all! LTO should reconsider this and investigate and not put the burden on the consumers...

  48. kumuwa ako ng driver license wala pang id RESIBO pa lang. pero pwede syang gamitin as temporary DL, may validity date. july 2016 ako kumuwa narelease yung id january 2017 na. kumuwa ako ng motor january 14, 2017 wala pang or/cr. hindi ko ba pwedeng gamitin yung motor ko? meron naman akong permit to travel, resibo at katibayang ako yung may ari ng motor. tapos 10,000 yung multa? mas malaki pa yung multa kaysa sa dinown payment ko sa motor ko. Nag tratrabaho po kami para may pang bayad sa motor. wag kami yung hulihin nyo!

Kakapal ng mukha gumawa ng ganitong penalties eh wala nman kayong matinong serbisyo mula ng nagawa ahensya niyo! Okay lang sakin magbayad kung may penalty rin sa part niyo pag kayo ang hindi mka deliver ng serbisyo. 10,000.00 plus interest once lumagpas kayo sa 7 days registration process niyo! It's between the dealer and LTO. Kung maghihigpit sila dapat sa di pa narelease na units. Anong klase yan? Nagbayad na ako thru dealer huhulihin pa ko ng LTO? Ano ba ang nasa ARTA ng LTO? 7days ba talaga or 21 days?

    1. Also their strategy is wrong. Kung target talaga nila are dealers why penalize vehicles with no orcr? Para lumaki ang collections nila hayaan nila bumyahe consumers n di narereleasan agad ng orcr ni dealer. Lalaki collections nila sa dealer. Yun lang ang purpose eh. Higpitan dealer. Walang basehan ang paghigpit sa consumer. For safety hindi eh kasi may comprehensive insurance. So ano to? Ang rason ba sa pagpenalize sa consumer ay para may maibulsa ang enforcers ng memo na to? Yung gustong outcome salungat sa implementation strategy.

  52. walang kwenta yang batas na pinapatupad nyo.. unahin nyo muna ung mga pending na plates at License ID. matagal ng bayad yan asan na?? kung anu ano inaatupag nyo mga kurakot kayo.. at kung ayaw nyo ng mga accessories ng motor na after market. bakit, pinapayagan yang mga ngbibenta, unahin nyo muna hulihin ang mga ngbibenta hinde ung motorista.. ung namumuno jan sa ahensya ng LTO. hinde ka nababagay sa posisyon mo dyan. mukhang matinde galit mo sa mga motorista ah! motorista lage ang sisi sa mga pagkukulang nyo. "BULOK NA AHENSYA" kurakot. wala kayong karapatan na alisan kaming mga motorista na pagandahin ang aming mga motor or sasakyan.. kami ang bumili nito hinde kayo.. pera namin ang pinangbili dto. hinde na tama yang walang kwenta nyong batas!.

When you buy a motor vehicle, the OR CR was not given right away becasue it will be processed first in LTO, so how can we use the motor if we don not have OR/CR and yet the dealer allowed to released it. so unfair on the side of us consumer. Of course we are, mostly, I am more than willing to abide the rules set by the LTO because I know for the FACT that they are also concerned for most people using it and at the same time to the society but please LTO personnel and Head of this agency please think of a better solution not one sided, be transparent enough because the money we bought for our vehicle is the money we keep on saving just to have an easy transportation. I, personally willing to follow your rules but please be considerate, if you think that it's for our safety and the people around us, have a proper conversation with the dealers so the dealers could cascade to us the law you are implemented.

    A bit of confusion why not consider the Delivery Receipt and sales invoice?sa inyo naman kasi manggagaling ang OR/CR I think, as long as na may mga pertinent documents ang mga may ari ng bagong sasakyan like NBI Clearance, Police Clearance, Driver's License and other valid ID's (Issued by Gov't)bakit kailangan hulihin at pagmultahin ng 10k ang mga consumers?and san kaya mapupunta tong mga fines na to?bakit hindi hayaang gamitin ang mga newly purchased vehicles/motors since bago itong mga ito e for sure mag iingat at mag iingat yan. hindi tama na mag labas ng memo and then imposed agad?bakit walang balita sa TV and radio stations? para informed ang public and consumers.parang kailangan muna mgkaroon ng dialogue between LTO and Dealers.

Wag tayong maging one sided...Sa mga Dealers naman sige lang din kasi ang release ninyo ng mga sasakyan pero di nyo masabi at masagot directly ang mga queries ng mga affected consumers.gaano ba katagal ang mgprocess ng OR/CR?alam din naman ng mga consumers na hinihintay nyo ang ibang unit na irerelease bago nyo maiprovide ang mga documents na kailangan katulad ng OR/CR.make a leeway on how will you going to resolve this issues...

      You cannot use your car... The OR/CR is needed regardless of purchase or invoice date.

      That said, the LTO said they will be lenient and let motorists off with a warning. But we don't know how long they'll be like that.

      Common choices are metal or plastic. However, may nakita rin ako na laminated lang na cardboard. Mas important is nandun yung MV File Number.

  76. Hayst grabe .. Good evening LTO .. kanina ko lang nalaman itong memo niyo sa mga katrabho ko pa kasi wala pa po akong OR/CR .. Jan 14 2017 nareleased sakin motor ko .. kumuha ako niyan for the reason ng transportation kasi kung mag cocommute ako 2 1/2 hrs byahe ko if motor 30-40 mins lang imagine gaanong ginhawa para sa akin un .. tapos bigla niyo ipatutupad Itong batas na ito .. if nahuli ako kanina . Paalam na sa 10k .. Mga Maam/Sir kaya po ako kumuha ng motor para po makatipid sa pamasahe or transpo at convenient anytime to travel .. tas mumulta ko ng 10k if wala po akong dalang OR/CR .. maawa naman po kayo .. para po kayong hindi mga tao .. walang balita sa tv .. ano ba nasabi ng pangulong duterte dito? Di po kasi kayo nakakatuwa. Minimum wage lang po ako. Imagine 12k lang po sahod ko monthly tapos pag mumultahin niyo ko ng 10k kasi gumamit ako ng motor na walang OR/CR.. ginamit ko para makatipid. Eh kanino po ba manggagaling ang OR/CR diba po sa inyo? Yun kasi ang ibinabalik na salita ng dealer ko .. So ano gagawin ko? Itatambak ko ung motor or ididisplay ko? Hindi po kayo nakakatulong sa kapwa niyo pilipino.. Mga PUTANG iNA KAYO !! Ang sabi ng toyota sa akin ngayon,nasa PNP pa daw ang papers ko pra sa PNP clearance at last feb 22 pa daw nai file samantalang nakuha ko unit ko last feb 16 at ang sabi nila ipa register kaagad nila.sa ngayon hindi ko pa magamit ang sasakyan ko.ang problema nasa dealer talaga dahil sa sobrang bagal maka produce ng required documents pra sa rehistro.Magkano kaya ang LAGAY nila sa LTO pra hindi cla mka multa.pastilan buanga gyod!!!

Tanong ko lang po..ngpaprocess ako ng renewal ng plate number ko..ngayon sinisingil nila ako ng 2000 pesos kasi daw hindi tugma ang temporary plate number kasi nag end ng number 2 tapis ang bagong inisue na permanent plate number na ay nag end sa number 4..di naman namin kasalanan ng mr.ko ganon iniisue nyo..kayo mismo LTO ang nag iissue ng temp.plate number at permanent tapis hindi pa tugma ang huling digit sa dalawa tapos pagbabayarib nyo kami bg 2000 pesos..buti kung pinupulot ng tao ang pera pero hindi pinaghihirapan nyan at pinagpapawisan sa kakatrabaho tapos ganon ganon nalang..sobra naman kayo..dapatdi ganito sana..mismo kayo ang gumagawa nga nu.ver na yon tapos kami pa ang mapeperwisyo sa kakahanap ng pera para lang maprocesa at marenew ang registro ng sasakyan namin..
