DOTr Sets Guidelines on Public Transport in NCR+ ECQ Season 2


With the implementation of the Enhanced Community Quarantine once more over Manila, Bulacan, Cavite, Laguna, and Rizal, the Department of Transportation (DOTr) has finally set its guidelines surrounding public transportation.

Here’s a brief summary:
  • As usual, the 7 public transport commandments must be followed. These are:
    • Wear face shield and face mask
    • No talking and making telephone calls
    • No eating
    • PUVs must be kept well-ventilated
    • Frequent disinfection must be done
    • No passengers with COVID-19 symptoms are allowed
    • Observe appropriate physical distancing rule
  • International inbound passenger capacity at the Ninoy Aquino International Airport (NAIA) will be limited to 1,500 passengers per day.
  • Domestic commercial operations are allowed subject to the compliance with the requirements on capacity, frequency of flights imposed by the LGU outside of the NCR+ bubble. Only APORs are allowed. Airlines will screen travelers to validate purpose of travel.
  • Maritime transportation shall be limited to 50 percent. Only those allowed by the IATF Omnibus Guidelines (APOR, medical personnel, etc.) shall be allowed to board maritime vessels whether in government or private ports. These shall be subject to requirements imposed by the LGU where voyages originate and end.
  • Passenger capacity on railways shall be retained. These would mean 20 to 30 percent capacity:
    • LRT-1: 370 per train set (first trip from Baclaran and Balintawak at 4:30 AM, last trip from Baclaran at 10:00 PM, from Balintawak at 10:15 PM)
    • LRT-2: 274 per train set (first trip from Recto and Santolan at 5:00 AM, last trip from Recto at 9:00 PM, from Santolan at 8:30 PM). On Tuesday, March 30, last trip from both directions will be at 8 PM.
    • MRT-3: 372 per train set
    • PNR: 310 per train set
    • Take note that LRT-1 and LRT-2 will have no operation from March 31 to April 4; MRT-3 from March 30 to April 4; PNR from April 1 to 8.
    • Bus augmentation will be implemented during shutdown.
  • PUVs will be allowed at maximum 50 percent capacity regardless of the presence of plastic barriers. For the exact breakdown: 
    • For Buses and Jeepneys: one seat apart
    • For UV Express: maximum of 2 passengers per row, and vehicle must not exceed 50 percent capacity
    • For Taxi and TNVS: maximum of 2 passengers per row
    • For Tricycles: only 1 passenger to ride in side-car
  • Motorcycle taxis such as Angkas are allowed to operate for those considered as APOR. However, habal-habal and illegal motorcycle taxis will be apprehended.
  • PUV operators and buses must display Special Permit to Operate QR codes issued by the LTFRB
  • For buses, provincial buses will only carry APORs as passengers provided that these are point-to-point trips
  • The LTFRB, LTO, PNP, AFP, I-ACT, and other IATF authorized personnel will be deployed at strategic locations and conduct daily random inspection of PUV operations, offices, terminals, and depots to make sure they are compliant with the service, sanitary, and operational requirements.
